14 WING GREENWOOD INTERSECTION

BOWLING LEAGUE BYLAWS

 1.          The 14 Wing Intersection Bowling League, which comes under the Greenwood 5 Pin Bowling Association and the Fitness and Sports Centre, shall be governed by the following, by-laws in conjunction with the Constitution:

     a.                   The Intersection league shall be represented on the Executive as outlined in the Constitution, para 5;

     b.                  The association shall have power over all decisions, rules, etc. for the bowling season; and

     c.                   The Intersection league may elect other representatives as necessary to make the league a success, i.e. Tournament rep (Regionals), etc.

 2.          ELIGIBILITY

 a.              As per the 14 Wing Greenwood Intersection League Constitution para 4.

 3.         TEAMS

     a.                   Teams and/or bowlers must be entered as laid down by the leagues;

     b.            Teams may carry a maximum of 15 players.

     c.          Teams, as a legal line-up, will comprise of maximum 5 bowlers and a minimum of 3 bowlers.

                

     d.            Each team shall appoint a Captain and a deputy Captain.

 

4.         THE COUNT AND PLAY

     a.                   The count shall be according to the Canadian 5 pin Bowlers Association count system and the method of play shall be according to the Canadian 5 pin Bowlers Association official Rules and Regulations governing the game of 5 pin Bowling.

 5.        HANDICAPS

     a.                   The league will use the pins over average system; and

     b.                  All returning or new bowlers starting in the league will bowl three strings to establish an average, and their average will be used to decide points.

 6.        POINTS

     a.                   The league will use the eight point system; two points for each game and two points for total pin fall.  Tied games one point each and tied total pin fall, one point each.

     b.                  Points will be awarded starting the first week of the bowling season.

 7.       SCHEDULES

     a.                   League president shall pass a complete set of schedules and by-laws to the team captains; and

     b.                  It is the responsibility of each team captain to ensure that they receive a copy of the schedule and by-laws and that all team members are aware of and understand them.

 8.      STAT SHEETS

     a.                   Team Captains are to ensure that the stat sheets are correct and complete and signed by each team captain or deputy captain; and

     b.                  The League Statistician may correct any mistakes on the stat sheets.  The League President and the team captains involved must be notified if points and pin falls are affected.

 9.     PRE/POST BOWLED GAMES

     a.                   A team or player missing a scheduled league game due to OPERATIONAL COMMITMENT may, if the notification is given, pre or post bowl the scheduled game.  Such games must be pre bowled no more than 72 hours prior to or post bowled no more than 24 hours later than the scheduled date.

     b.                  The opposing team of a pre or post bowled match that are bowling at the scheduled time shall not be shown the opposition scores until they have bowled their three games; and

     c.                   A person will be permitted to pre or post bowl but for no more than two consecutive weeks.

     d.                  Pre or post bowled games will count toward the individual bowler’s record.  These scores will be used for the team points.

 10.   DEFAULTS AND PENALTIES

     a.                   All teams will commence bowling at the scheduled time as laid down by the League Executive.

     b.                  When a team has defaulted or dropped out of the league the remaining players may be allotted to other teams within the league by the president of the league in conjunction with the receiving team captains and players;

     c.                   In the event of a default, the team present must, for full points, bowl a minimum of 80% of team average before points will be awarded for any game, and 80% of three times team average for total pin  fall points;

     d.                  Points will be awarded when teams are mismatched, i.e.: 5vs4, 5vs3, to be an even match both teams will calculate points for three bowlers.  When five bowl against four the team having five will be allowed to drop two scores of the bowlers bowling the most pins under average or the least points over average.  This will also apply when five bowl against three, the team having five bowlers will be allowed to drop two low scores;  and

e.                   The bowlers of a defaulting team may bowl with the other team and their scores will count towards individual merit. 

 11.   FEES   

     a.                   Bowlers shall pay a $5.00 fee each time they play, as set by the League Executive.  This fee includes lineage set by the Greenwood Bowling Centre and the end of season awards;

     b.            Shoe rental is extra.

 12.  COMPLAINTS

     a.          Complaints/protests must be made in writing to the League President within 24 hours and signed by the team captain or deputy captain of the protesting team.

    b.                  If the complaint is not resolved satisfactorily it will be forwarded to the Fitness and Sports Director.

     c.            The F&S Director’s decision if final.

 13.    RULES OF PLAY

     a.                   All rules of play not covered in these By-laws will be as per the Canadian 5 pin Bowlers Association rulebook;

     b.                  The foul line rules must be adhered to at all times.  Fifteen points will be deducted for every violation to be subtracted from the total at the end of the game;

     c.                   Lofting of the ball is not permitted.  Constant violation of this rule will be brought to the attention of the lane attendant and may result in the player being asked to leave the lanes.

     d.                  Practice balls will be allowed when the lanes are turned on fifteen minutes prior to the start of league play.  Once play has commenced, no practice balls will be allowed. 

     e.                   No substitution will be allowed during any league game, however, the line-up may be adjusted before the beginning of each game;

     f.                   The league will follow a schedule as set by the League Executive.  This schedule is to be posted by the second week of the bowling season; and

     g.                   Lane machines do not rule on pins knocked down or reset in error.

 14.      CONDUCT

     a.                   The bowling alley Manager/Attendant will not attempt to interpret league rules or interfere with league operations, except in the course of his/her own duties;

     b.                  The League will not interfere in any way with the Manager/Attendant’s performance of his/her duties during league play;

     c.                   All rules shall apply regardless of rank or status; and

     d.                  The rules of conduct as laid down in the players’ handbook of the Canadian 5 pin Bowling Association shall apply.

 15.      AWARDS AND TROPHY

     a.                   The league Executive will determine award structure;

     b.                  A bowler must bowl 60% of league games to be eligible for high average, high single and/or high triple awards;

     c.                   A bowler, who is eligible, may win one award; and

     d.                  All awards and trophy will be presented on the final scheduled day of the season or as determined by the League Executive.

 16.      PLAYOFFS

     a.                   Playoffs formats, if any, will be determined by the League Executive.

1.         It is my intent that all employees of 14 Wing Greenwood be afforded the opportunity to participate in physical fitness and sporting activities as a means of ensuring good personal fitness and group morale.

2.         To that end, all Regular Force Members, Class A, B and C Reservists, Public Service employees, NPF employees and Casual employees and Dependants are authorized to participate in Intersection Sports under the conditions at paragraph 4 below.

3.         A study has been made of the insurance coverage available to all personnel participating in intersection sports.  The conclusions are as follows:

a.         for Regular Force, Class B and C reservists - full coverage is provided by DND;

b.         for Class A reservists - coverage is provided in accordance with reference B;

c.         for Public Service employees - WCB (Workers’ Compensation Board) and the terms of their Collective Agreement provide coverage.  This coverage was not considered sufficient to fully protect an employee, if they were badly injured;

d.         for NPF employees - WCB (Workers’ Compensation Board) and the terms of their Collective Agreement provide coverage.  This coverage was not considered sufficient to fully protect an employee, if they were badly injured;

e.         RCMP Officers shall be part of the Rec Association to have access to the Consolidated Insurance Plan (CIP) of NPF;

f.          for casual employees - no coverage is provided;

g.         for dependants of Regular Force, Class A, B and C Reservists, Public and NPF Employees - no coverage is provided;

h.         Public Service Employees, NPF Employees, Casual Employees, Dependants and RCMP should ensure that their participation in non-work related activities such as sports, games, etc are covered by their personal insurance plan and are in accordance with such policies as Collective Agreements, WCBs; and

i.          All participants are personally responsible to ensure that they are adequately covered for insurance purposes, ie. SISSIP, WCB, CIP, Collective Agreement or Personal Insurance Plan.

4.         To ensure all personnel have adequate coverage, the following minimal conditions will be put in place immediately and are a prerequisite for participation in Intersection Sports:

a.         Regular Force, Class B and C Reservists - nil;

b.         Class A Reservists - Unit CO must ensure a form CF 895 (Attendance Register) listing all members of the team is completed.  The onus remains on the Unit CO is to ensure that Class A members have signed the form prior to each game/practice;

c.         Public Service employees - must be an Ordinary Member of the 14 Wing Greenwood Recreation Program;

d.         NPF employees - must be an Ordinary Member of the 14 Wing Greenwood Recreation Program;

e.         RCMP Officers must be a member of the 14 Wing Greenwood Recreation Program;

f.          Casual employees - must be an Associate Member of the 14 Wing Greenwood Recreation Program;

g.         Dependants of Regular Force, Class A, B and C Reservists, Public and NPF Employees - must be a Regular/Ordinary Member of the 14 Wing Greenwood Recreation Program; and

h.         Ordinary and Regular Membership in the 14 Wing Greenwood Recreation Program places the employee under the insurance Umbrella of the Consolidated Insurance Plan (CIP), which will Cover all Non-Public Property and all NPF activities of the CF.

5.         As per references B and C, there is currently no provision for Class A Reserves to use 14 Wing fitness facilities when they are not on duty.  I support the idea that Class A Reserves should have the opportunity to stay fit and a means should be provided to do this, but such does not exist at this time.  This means that if Class A Reserves are to have sufficient insurance coverage to make use of 14 Wing Fitness Facilities, they must pay a fee to fall under the coverage provided to the 14 Wing Greenwood Recreation Program Consolidated Insurance Plan (CIP).  I cannot waive this fee due to the nature of the insurance plan, but it is within my purview to set the amount of this fee.  I have determined that the fairest and least onerous way to do this is to link the fee to that paid by the dependants of Regular Members.  As per reference E, this is the lowest fee offered.

6.         To encourage participation and negate the negative aspect of members of the CF having to pay a fee, I have expanded this offer to include the dependants of the Class A Reserve.  All Class A Reserves must join the 14 Wing Greenwood Recreation Program and make full use of the rates prescribed in reference E under regular membership. 

7.         When a sporting activity is taking place during normal working hours, the chain of command has the authority to cancel participation for pressing operational matters.

8.            Dependants of Regular/Ordinary Members must be 16 years of age or older.

9.         The CIP covers all non-public property and all non-public fund activities of the CF.
