GREENWOOD INTERSECTION HOCKEY LEAGUE
BY-LAWS
PLAYING
RULES
1.
Ice-time. All players dressed for a game shall whenever possible receive
equal playing time (this is a recreational league).
2. Appeals. Players and team officials may appeal all
disciplinary actions handed down by the Disciplinary Committee, by writing a
“Letter of Appeal” to the F&S Director.
3.
Game Cancellations. Should it be necessary to cancel or reschedule a
game, the team reps will contact the Scheduler. If they cannot be contacted
then you must contact one of the following in order, President, Vice President,
Secretary or Statistician. A minimum of twenty-four hours notice is required to
postpone or cancel a game, except for military commitments (i.e. called out on a
search, WASF or any Unit / Section called out for any emergency that occurs with
less than 24 hr notice.) If a game is forfeit, the team who forfeits will be
responsible to pay all referee(s) and timekeeper fees. However; if a valid
reason can be given; in writing by the offending team and validated by the
executive committee for the forfeiture; the infraction then is to be considered
invalid. All forfeited games against each team will be tallied and at the cost
will be applied to any refund. These situations will be tracked and game sheets
forwarded thru the Sports Coord to the F&S Dir.
4. Schedule Change Notification. The Scheduler or whoever
was contacted from the executive committee is to notify teams reps, the Chief
Official, the Timekeeper, and the arena staff by 0900 hrs if a game is cancelled
due to operational commitments.
5.
Intent to Protest. The game sheet must be annotated with an intent to
protest. The protest, in writing, must be submitted within 24 hrs of the game’s
completion to the President. A $20 deposit must accompany the protest. The
case will be reviewed and a decision will be handed down to the teams involved.
The team making the protest will be refunded the deposit if successful.
6.
Game Sheets. Only players who are dressed and actually on the bench will
be entered on the score sheet. Names of players arriving late but prior to the
start of the second period must be entered on the score sheet prior to playing.
Players arriving after the start of the second period shall not play. All names
shall be printed legibly and shall include first and last names. Player’s
jersey numbers shall correspond to the number on their jersey; there shall be no
duplicate numbers entered on the game sheet for the same team.
7.
Rules. All league and play-off games shall be played IAW the current
edition of the CAHA Rules with the following exceptions:
a.
No body-checking is allowed;
b.
A team must have six players to start a game, one of which must be a
dressed goaltender; if during the game you loose players due to penalties or
injuries the game can continue as long as you have a minimum of 3 skaters and a
dressed goalie.
c. If you cannot place a
team (as defined in Para 7b) on the ice at game time the clock will be started.
If after 5 minutes have elapsed and the offending team is still unable to ice a
team, the game and 2 points will be awarded to the non-offending team and a
report by the referee will be submitted to the President;
d. Should both teams be
unable to ice a team as above, no points will be awarded and the referee will
submit a report to the President;
e. A second forfeiture
will be referred to the President for investigation;
f. A third forfeiture may
constitute an automatic withdrawal from the league with no return of entry fee;
g. In the event that a
goaltender is injured during play and is unable to continue, his team will be
allowed 15 minutes to obtain a replacement (short warm-up at the referee’s
discretion will be allowed); and
h.
All games including play-offs shall be two 16-minute stop-time periods.
i.
Each team shall be allowed one time-out per period. Time-outs cannot be
carried over to the next period.
PENALTIES
8. Penalties shall be IAW the current CAHA Rules with the following
exceptions:
a. A player or
coach who receives a MATCH PENALTY shall not play any
further games until the case is reviewed by the
Disciplinary Committee;
b.
A player or coach receiving a MAJOR PENALTY for FIGHTING shall be ejected
from the game and receive an automatic 5 game suspension and the incident shall
be reviewed by the Disciplinary Committee. Another player on the offending
player’s team shall serve the 5-minute penalty. A second incident of fighting
will result in an immediate suspension pending review by the Disciplinary
Committee;
c.
A player or coach receiving a GROSS MISCONDUCT penalty shall also receive
an automatic further two game suspension. A second gross misconduct will
receive an additional five game suspension and reviewed by the Disciplinary
Committee;
d.
A player or coach receiving a GAME MISCONDUCT penalty in the first period
receives that game suspension only. If in the second period, they shall receive
an additional game;
e.
A player or coach receiving a second GAME MISCONDUCT penalty during the
season shall receive a further three game suspension. Any player receiving a
third game misconduct penalty during the season shall have his case reviewed by
the Disciplinary Committee for further suspension;
f.
A player or coach receiving a MAJOR PENALTY shall be ejected from the
game and receive an automatic 1 game suspension. The 5 minute penalty shall be
served by another player on the offending player’s team;
g.
In all cases where suspensions have been levied and said suspensions
carry into the league play-offs, the said suspensions will still be in effect;
h.
A player receiving three minor penalties in one game shall be ejected
from the game. Additional suspensions may be awarded depending on the number of
times a player receives a game ejection for three minor penalties as follows:
1) First or second
offence – no additional suspensions;
2)
Third offence – one game suspension;
3)
Fourth offence – another one game suspension;
4)
Fifth offence – a two game suspension; and
5)
Sixth offence – immediate suspension pending review by the Disciplinary
Committee.
i.
A double minor penalty for the same infraction (i.e. double minor for
roughing) will constitute one minor penalty;
j.
Penalties will be served as follows:
(1) Minor penalties - 2
minutes;
(2) Major penalties -
five minutes, suspended for remainder of game, plus a further one game
suspension, with exception of high sticking penalties which will be at the
referee’s discretion depending on the severity of the infraction and fighting
which is dealt with in Para 8(b);
(3) Misconduct
penalties - 10 minute penalty, and
k.
Any player who plays under suspension will receive a further 5 game
suspension for each game played while under the original suspension. Also, the
team for which he plays while under suspension will forfeit all games in which
the offending player has participated. A second occurrence will result in
suspension from further league play for the remainder of the season, in addition
to serving the assessed suspended games; whichever occurs last. Any games not
served by the end of the season will be carried over to the following season.
ELIGIBILITY
9.
The following criteria will apply to player eligibility:
a. A player must have
participated in at least ten league games prior to 31 Jan in order to be
eligible to participate in the play-offs. Goalies must play in at least 5
league games before 31 Jan to be eligible to play in the playoffs. Games in
which a player participated as an ineligible player do not count. Exceptions
will be considered on a case-by-case basis by submitting a written request for a
waiver to the President;
b. If your section has a
team you belong to that team unless you received permission from both respective
team reps and the President, by completing a Player Transfer form. This form is
only good for one year at a time, each year it will be reviewed. If your
section does not have a team an existing team may pick you up.
c. Any team using
ineligible players will automatically forfeit the game. A team using an
ineligible player in the play-offs will also forfeit that game;
d. Goalies will be free
agents during regular season play. During the play-offs, goalies must play for
their own team. If a team has only one goalie and they are away due to leave,
injury, or other military commitments then and only then can a team pick up a
goalie.
e. The league Chief
Official and his staff may not play in the league; and
PARTICIPATION
10.
Teams with not enough players to start the game may only pick up players from
the opposing team in order to avoid forfeit. Providing that both participating
teams agree, the team playing with the minimum starting line-up (5 players + 1
goalie) has the option to lend any surplus players to the opposing team who is
unable to ice the minimum line-up. If this occurs, the game will count in the
league standings. If players arrive after their team has been loaned players
and if it is before the beginning of the second period, the loaned players shall
return to their team to finish the game. The players that are picked up must be
put on the game sheet with an asterisk beside their name and a note stating they
were picked up to prevent forfeiture. If this is not done then the player that
was picked up will be considered illegal and receive a suspension. If
forfeiture cannot be avoided and the players still wish to play hockey, the refs
shall not participate and this will not be a league-sanctioned game; in effect
this will be “shinny hockey”. In this instance, matters requiring disciplinary
action will be forwarded to the WAdminO thru the F&S Dir.
11.
Other than stated in Para 10 above, players shall not play for teams to which
they do not belong. Any player doing so becomes an ineligible player, and Para
9(c) comes into effect.
LEAGUE
SET-UP
12.
The length of regular season will be determined at the first meeting of
the season and dictated by such items as opening date of the arena, budgets, and
military commitments.
13.
The play-off format will be decided at a meeting of the league.
14. Overtime periods during play-offs:
a. 1 x 5 minute
straight-time sudden victory;
b. 5 on 5 shoot-out;
c. 1 on 1 shoot-out
EQUIPMENT
15. Mandatory equipment in addition to CAHA requirements shall
include a CSA approved helmet and full-face protection. Goalies must have a
throat protector affixed to their mask.
DRESSING
ROOM KEYS
16.
Keys and equipment can be signed out from the Arena Office. Rooms are to be
left neat and tidy. If any equipment goes missing, teams will be notified by
0830 hrs the next working day and if not returned, will be charged for the price
of replacement equipment.
17.
Full slap shots are allowed.

Application Form
1. It is my intent
that all employees of 14 Wing Greenwood be afforded the opportunity to
participate in physical fitness and sporting activities as a means of ensuring
good personal fitness and group morale.
2. To that end, all
Regular Force Members, Class A, B and C Reservists, Public Service employees,
NPF employees and Casual employees and Dependants are authorized to participate
in Intersection Sports under the conditions at paragraph 4 below.
3. A study has been
made of the insurance coverage available to all personnel participating in
intersection sports. The conclusions are as follows:
a. for Regular Force, Class B and C
reservists - full coverage is provided by DND;
b. for Class A reservists - coverage is
provided in accordance with reference B;
c. for Public Service employees - WCB
(Workers’ Compensation Board) and the terms of their Collective Agreement
provide coverage. This coverage was not considered sufficient to fully protect
an employee, if they were badly injured;
d. for NPF employees - WCB (Workers’
Compensation Board) and the terms of their Collective Agreement provide
coverage. This coverage was not considered sufficient to fully protect an
employee, if they were badly injured;
e. RCMP Officers shall be part of the Rec
Association to have access to the Consolidated Insurance Plan (CIP) of NPF;
f. for casual employees - no coverage is
provided;
g. for dependants of Regular Force, Class
A, B and C Reservists, Public and NPF Employees - no coverage is provided;
h. Public Service Employees, NPF
Employees, Casual Employees, Dependants and RCMP should ensure that their
participation in non-work related activities such as sports, games, etc are
covered by their personal insurance plan and are in accordance with such
policies as Collective Agreements, WCBs; and
i. All participants are personally
responsible to ensure that they are adequately covered for insurance purposes,
ie. SISSIP, WCB, CIP, Collective Agreement or Personal Insurance Plan.
4. To ensure all
personnel have adequate coverage, the following minimal conditions will be put
in place immediately and are a prerequisite for participation in Intersection
Sports:
a. Regular Force, Class B and C Reservists
- nil;
b. Class A Reservists - Unit CO must
ensure a form CF 895 (Attendance Register) listing all members of the team is
completed. The onus remains on the Unit CO is to ensure that Class A members
have signed the form prior to each game/practice;
c. Public Service employees - must be an
Ordinary Member of the 14 Wing Greenwood Recreation Program;
d. NPF employees - must be an Ordinary
Member of the 14 Wing Greenwood Recreation Program;
e. RCMP Officers must be a member of the
14 Wing Greenwood Recreation Program;
f. Casual employees - must be an
Associate Member of the 14 Wing Greenwood Recreation Program;
g. Dependants of Regular Force, Class A, B
and C Reservists, Public and NPF Employees - must be a Regular/Ordinary Member
of the 14 Wing Greenwood Recreation Program; and
h. Ordinary and Regular Membership in the 14 Wing Greenwood Recreation Program places the employee under the insurance Umbrella of the Consolidated Insurance Plan (CIP), which will Cover all Non-Public Property and all NPF activities of the CF.
5. As per references B and C, there is
currently no provision for Class A Reserves to use 14 Wing fitness facilities
when they are not on duty. I support the idea that Class A Reserves should have
the opportunity to stay fit and a means should be provided to do this, but such
does not exist at this time. This means that if Class A Reserves are to have
sufficient insurance coverage to make use of 14 Wing Fitness Facilities, they
must pay a fee to fall under the coverage provided to the 14 Wing Greenwood
Recreation Program Consolidated Insurance Plan (CIP). I cannot waive this fee
due to the nature of the insurance plan, but it is within my purview to set the
amount of this fee. I have determined that the fairest and least onerous way to
do this is to link the fee to that paid by the dependants of Regular Members.
As per reference E, this is the lowest fee offered.
6. To encourage
participation and negate the negative aspect of members of the CF having to pay
a fee, I have expanded this offer to include the dependants of the Class A
Reserve. All Class A Reserves must join the 14 Wing Greenwood Recreation
Program and make full use of the rates prescribed in reference E under regular
membership.
7. When a sporting
activity is taking place during normal working hours, the chain of command has
the authority to cancel participation for pressing operational matters.
8. Dependants of
Regular/Ordinary Members must be 16 years of age or older.
9. The CIP covers
all non-public property and all non-public fund activities of the CF.
