14 WING GREENWOOD INTERSECTION SLOW PITCH LEAGUE BY-LAWS
PLAYING RULES
1. All players that are
present at game time shall whenever possible receive equal playing time (this is
a recreational league).
2. Appeals. Players and team officials may appeal all disciplinary actions handed down by the Disciplinary Committee, by writing a “Letter of Appeal” to the F&S Director.
3. Game Cancellations. Should it be necessary to cancel or reschedule a game, the cancelling team rep will contact the scheduler and the team rep. of the opposition. If they cannot be contacted then you must contact one of the following in order, President, Vice President, Secretary or Statistician. A minimum of twenty-four hours notice is required to postpone or cancel a game, except for military commitments (i.e. called out on a search, WASF or any Unit / Section called out for any emergency that occurs with less than 24 hr notice).
4. Game Eligibility.
Only players who are actually on the bench will be entered on the line up
sheet. Names of players arriving late but prior to the start of the fifth
inning must be entered on the score sheet prior to playing. Players arriving
after the start of the fifth inning shall not play.
5. Rules. All league and play-off games shall be played IAW the current edition of the Soft Ball Canada Rules with the following exceptions/additions:
1. A team must have a minimum of eight players on the field. Civilians and dependents 16 years of age and older are authorized to play as long as they hold a valid Recreational Card.
2. 15 minute grace time given at the start of the game in order for a team to field the required number of players. If after 15 minutes the required number is not met, the offending team forfeits the game.
3. All games will be 7 innings. If a tie exists after 7 innings each team will be awarded a single point in the standings.
4. The maximum number
of runs to be scored per inning is 5, with the exception of the 7th .
The 7th inning will be an unlimited runs inning until three outs.
5. The Mercy Rule: will be in effect. After five complete innings of play, if one team is ahead by 10 runs or more, they will be the victors and the game will end.
6. Pitch Height:
all pitches will be between 6’ and 12’ in height. The first illegal pitch to
each batter will be called a no pitch. After the first no pitch is called each
subsequent illegal pitch will be a Ball.
7. Batters Box: if a player steps out of the box or on the plate during their swing (contact with the ball or not) the batter will be called out.
8. Sliding: If a player intentionally slides into a base they will considered out. ( see rule 15 over-running a base).
9. Lead Offs / Base
Stealing: There will be no base stealing or leading off. If a player leads
off before the ball crosses home plate the player will be cautioned. If this
infraction happens again the player will be called out.
10. Overthrows: When the ball is overthrown to an out of bounds area (over fence, dugout) each runner will advance one base. If the ball is overthrown from the out field ( from the grass) each runner will advance two bases.
11. Commitment Line: located 1/3 distance between home plate and 3rd base. After a runner crosses this line from third base that runner will be unable to return to third base. The runner committed to proceed towards home plate.
12. Safety Line at
Home Plate: This line runs back from the rear left corner of the batters
box. The runner must cross (touch) the line and the catcher must NOT have
control of the ball while touching the mat to be considered safe. The runner
will be considered out if at any time they touch the mat while running.
13. Foul Ball on Two Strikes: if a batter has two strikes and hits a foul ball the batter will be called out.
14. Infield Fly Rule: An infield fly is considered an out if there are runners on 1st and 2nd bases. This rule does not apply when there are two outs.
15. Over-Running Bases: A player can over-run 2nd and 3rd bases provided the turn or over-run to the right. If a player turns or over-runs to the left they will considered in play and may be tagged out.
16. Pop-Ups to catcher: The ball must be hit above the batters head and caught to be considered an out.
17. Intentional Walks: each team may give a max of 2 Intentional walks per game.
18. Game Balls: the home team will provide a clean game ball plus provide any extra balls during the game.
19. Home Runs: there is a limit of 2 home runs per inning, after that a home run will be considered a strike.
6. The following criteria will apply to player eligibility:
a. A player must have participated in at least ten league games to be eligible to participate in the play-offs. Exceptions will be considered on a case-by-case basis by submitting a written request to the President.
b. If your section has a team you belong to that team unless you received permission from both respective team reps and the President, by completing a Player Transfer form. This form is only good for one year at a time, each year it will be reviewed. If your section does not have a team an existing team may pick you up.
c. Each team must fill out a team roster and forward an electronic copy to the president, these will be kept on the LAN in the intersection sports folder for all to read. All eligible players must be on the team roster and the rec card # for each civilian on your team must also be on the roster. Any team using ineligible players will automatically forfeit the game. A team using an ineligible player in the play-offs will also forfeit that game.
7. A team may pick up the required amount of players to start the game from any team in order to avoid a forfeit. Providing that both participating teams agree, the team playing with the minimum starting line-up (8 players) has the option to lend any surplus players to the opposing team who is unable to field the minimum line-up. If this occurs, the game will count in the league standings. If players arrive after their team has been loaned players and if it is before the beginning of the fifth inning, the loaned players shall return to their team to finish the game.
8. Other than stated in Para 6 above, players shall not play for teams to which they do not belong. Any player doing so becomes an ineligible player, and Para 6(c) comes into effect.
9. The length of regular season will be determined at the first meeting of the season and dictated by such items as opening date of the ball diamonds, budgets, and military commitments.
10. The play-off format will be decided at a meeting of the league.

Application Form
1. It is my intent
that all employees of 14 Wing Greenwood be afforded the opportunity to
participate in physical fitness and sporting activities as a means of ensuring
good personal fitness and group morale.
2. To that end, all
Regular Force Members, Class A, B and C Reservists, Public Service employees,
NPF employees and Casual employees and Dependants are authorized to participate
in Intersection Sports under the conditions at paragraph 4 below.
3. A study has been
made of the insurance coverage available to all personnel participating in
intersection sports. The conclusions are as follows:
a. for Regular Force, Class B and C
reservists - full coverage is provided by DND;
b. for Class A reservists - coverage is
provided in accordance with reference B;
c. for Public Service employees - WCB
(Workers’ Compensation Board) and the terms of their Collective Agreement
provide coverage. This coverage was not considered sufficient to fully protect
an employee, if they were badly injured;
d. for NPF employees - WCB (Workers’
Compensation Board) and the terms of their Collective Agreement provide
coverage. This coverage was not considered sufficient to fully protect an
employee, if they were badly injured;
e. RCMP Officers shall be part of the Rec
Association to have access to the Consolidated Insurance Plan (CIP) of NPF;
f. for casual employees - no coverage is
provided;
g. for dependants of Regular Force, Class
A, B and C Reservists, Public and NPF Employees - no coverage is provided;
h. Public Service Employees, NPF
Employees, Casual Employees, Dependants and RCMP should ensure that their
participation in non-work related activities such as sports, games, etc are
covered by their personal insurance plan and are in accordance with such
policies as Collective Agreements, WCBs; and
i. All participants are personally
responsible to ensure that they are adequately covered for insurance purposes,
ie. SISSIP, WCB, CIP, Collective Agreement or Personal Insurance Plan.
4. To ensure all
personnel have adequate coverage, the following minimal conditions will be put
in place immediately and are a prerequisite for participation in Intersection
Sports:
a. Regular Force, Class B and C Reservists
- nil;
b. Class A Reservists - Unit CO must
ensure a form CF 895 (Attendance Register) listing all members of the team is
completed. The onus remains on the Unit CO is to ensure that Class A members
have signed the form prior to each game/practice;
c. Public Service employees - must be an
Ordinary Member of the 14 Wing Greenwood Recreation Program;
d. NPF employees - must be an Ordinary
Member of the 14 Wing Greenwood Recreation Program;
e. RCMP Officers must be a member of the
14 Wing Greenwood Recreation Program;
f. Casual employees - must be an
Associate Member of the 14 Wing Greenwood Recreation Program;
g. Dependants of Regular Force, Class A, B
and C Reservists, Public and NPF Employees - must be a Regular/Ordinary Member
of the 14 Wing Greenwood Recreation Program; and
h. Ordinary and Regular Membership in the
14 Wing Greenwood Recreation Program places the employee under the insurance
Umbrella of the Consolidated Insurance Plan (CIP), which will Cover all
Non-Public Property and all NPF activities of the CF.
5. As per references
B and C, there is currently no provision for Class A Reserves to use 14 Wing
fitness facilities when they are not on duty. I support the idea that Class A
Reserves should have the opportunity to stay fit and a means should be provided
to do this, but such does not exist at this time. This means that if Class A
Reserves are to have sufficient insurance coverage to make use of 14 Wing
Fitness Facilities, they must pay a fee to fall under the coverage provided to
the 14 Wing Greenwood Recreation Program Consolidated Insurance Plan (CIP). I
cannot waive this fee due to the nature of the insurance plan, but it is within
my purview to set the amount of this fee. I have determined that the fairest
and least onerous way to do this is to link the fee to that paid by the
dependants of Regular Members. As per reference E, this is the lowest fee
offered.
6. To encourage
participation and negate the negative aspect of members of the CF having to pay
a fee, I have expanded this offer to include the dependants of the Class A
Reserve. All Class A Reserves must join the 14 Wing Greenwood Recreation
Program and make full use of the rates prescribed in reference E under regular
membership.
7. When a sporting
activity is taking place during normal working hours, the chain of command has
the authority to cancel participation for pressing operational matters.
8. Dependants of
Regular/Ordinary Members must be 16 years of age or older.
9. The CIP covers
all non-public property and all non-public fund activities of the CF.
